However, contracting for software systems is a very complex process that depends on having successfully designed a project and on having team capable of designing technical specifications, evaluating proposals and negotiating with vendors that may have much better information than your executing unit about the specific product you are acquiring.

The checklist is intended to provide an idea of the key elements that are necessary for a digital transformation component. The elements identified have been considered as essential by specialists in the field. A filled-out report at the time of preparing a project profile will give us an idea of the known unknowns and unknown unknowns for the preparation of the project and will provide recommendations regarding the steps needed for project preparation. Links for sample Terms of Reference or guides whenever a product is deemed necessary before approval are included within the tool.

Design Thinking

You need to design a project. And of course, you need to cost it. The standard approach to costing a component is to hire a consultant and cost whatever you will buy. However, depending on your choices the structure and value of the total cost of ownership may change. A Health Ministry usually does not have its own builders to build a health center, however it is very common that it will have its own developers to build a software solution from scratch.
